Happens for me as well. I’ve tried clearing the cache for all things Jira and Atlassian too and also changing web browser, but the problem persists. Didn’t use to be like this either, started happening maybe around a month ago or two.
I’ve seen the same thing, it looks like the unlink just removes the design visually, but the change doesn’t stick. Probably a bug with the Figma-Jira integration that started recently. You could try unlinking via the Jira dev panel or report it to support so they can look into it.

It did not resolve the issue on our side. We tried in an incognito browser as well and the issue persists. We’ll reach out to Atlassian.

Works for me now. However, I was in contact with Atlassian support and they did something that fixed it for me. So it didn’t work after only the fix mentioned here in this thread.

I had the same issue and ended up removing the link from the Jira issue by editing the description manually and deleting the embed code directly—kinda clunky, but it worked.
I ran into the same issue and couldn’t get the designs to unlink directly either. What worked for me was editing the Jira issue itself and removing the Figma embed manually. While organizing my tasks, I started using jira task to keep things cleaner, and it’s helped cut down on mix-ups like this.
