Only paying for one dev mode seat in a four-user project?

Suppose the Figma project admin (the designer) shared access to her project with three people (the project customer, the developer, and the business consultant).
In that case, if the developer wants dev mode, can the designer only buy the dev mode seat for him without buying the dev mode seat for all the people she shared access to the project with?
I mean, 12$ is better than 48$/month, isn’t it?

Yes. When sharing access, the user has control over who has what level of access which will determine the type of paid seat they will be charged. But keep in mind that Dev mode only seats are only available on the Org and Enterprise plans.
