Does Figma show the Fixed and Scrolls section by default now?

I realized I got confused with the scroll behavior options “scroll with parent”, I assumed this meant scrolling so I tend to pick the second option “fixed (stay in place)” so the elements do not scroll but selecting this activates the fixed and scroll section… which is confusing… or is it just me? 😅
