Craete a new Layer first, then paste on object or create a new one

Hi!

Is it possible to add a functionality where I first create an empty Layer and then I draw or paste objects on it?

Right now on paste, the new Layer is created to an expected position among the existing Layers and I need to move it manually to the place I need it to be.
