Is it possible to lock all the frames in a page at one click?

Not exactly one click, but you can lock multiple layers at once. Click on the lock then drag across the layers you want to update. More info here:

There are also some plugins that I believe can do this. You can also do command+a yo select all and then command+shift+L to lock everything selected
