I don’t know if I am missing something or it is a feature request.

I am developing a plugin for my organization to ease the communication between designers and developers.

For that I need to be able to generate a url that points to the node in discussions.

I failed to find ways to generate this url to a page/frame or node (i.e. …/file/rmeYR24Y3UBNf0f5RYiHQY/Untitled?node-id=1%3A2)

And what exactly is your issue? You have the node id, you can get the file key in the private Org plugins by enabling enablePrivatePluginApi in the manifest Plugin Manifest · Figma Developers and you can get the file name if necessary by reading the figma.root.name.
