Is there a way to disable scrolling for an entire file, so “fix position when scrolling” is checked for every layer, always and forever?
As I paste layers between frames or create new layers scrolling behavior is automatically applied to them, which I never want. It breaks my layer hierarchy and adds a bunch of extra steps.

Hello, did you ever find an answer to this question? I would also like to know if this is possible.
I don’t quite get the use case for this. Frames don’t have overflow scrolling by default, but if your frame is bigger than the presentation view, it will still scroll to be able to see the whole frame.
