There’s a Figma plugin that I’d like to take over - it has a lot of installs but it basically doesn’t work and the creator doesn’t really have time to work on it. Am I right in thinking there is no way of doing this as a different Figma user from the one that originally published?

I got the same problem. Seems that this is not possible in figma.
With a recent update, a plugin/widget owner can invite multiple publishers.
