I saw this topic raised in the past. Wanted to surface it again because this continues to be an issue for me now and has been throughout the years I’ve been using Figma. Comments do not get copied over when duplicating a file or when exporting a .fig file.
Has anyone found a workaround for this?

Thank you for your feedback! It is intended, when duplicating a file, the duplicate will not contain comments and version history. https://help.figma.com/hc/en-us/articles/360038511533-Duplicate-or-copy-files

When consolidating Figma and FigJam files, it is quite a pain for us to not have the comments carried with the objects being copied. I’m sure others feel the same way. I would love to see this on the roadmap as an option (e.g. after pasting, it asks if comments should be included or not).
