How to implement design in css in different resolution

HI everyone…
i recently made a web design with 1440x1024 resolution artboard.
when it comes to implement the design in angular (html and css) every component looks bigger than the design even the sizes are the same idk why?
And when i check the design on different size screen the orientation of the objects are different , if any one have the solution please let me know thanks.
