How can I create component with overlapping vertical scrolling?

Question

when I try to create a component frame 1 that overlapping

vertical scrolling frame 2

after creating component

frame 2  vertical scrolling is not working & (move to above behind frame 1)

how can I create components without losing vertical scrolling?
