If I understand your case correctly, then:

  1. Create a frame (container) of fixed width and height.
  2. Set it to horizontal scroll in the prototype settings.
  3. Create the required number of table rows.
  4. Wrap all table rows except the first row in a frame.
  5. Set this frame to vertical scroll.
