Create a property »plus« icon is hidden

While in the left panel the »plus« icon to »Add new page« is permanently visible, I assume that hiding the plus icon to add or »create component property« in the right panel must be a bug. Or is there a good reason for hiding it? If not: it’s very confusing to search for a hidden button …
