How can I create multiple outlines?

No simple way to do it. Multiple outlines have been requested here.

If you’re not using Auto Layout, you can achieve this with an outlined rectangle.
If you’re using Auto Layout, there’s a workaround with a blue drop shadow, but the space between the button and the stroke won’t be transparent.

Wrap it in two Auto Layout frames (Hit Shift-A twice). This is the way 💁‍♂️ First will have blue fill. Add blue stroke to second one and adjust padding.
