I believe for many UI designers starting out, finding tools are quite difficult.
For example when I started out as a designer I did not know the kinsd of objects or shapes that will enable the constraints function. I think it will be a great idea to search tools,effects, etc. and directing users on how they can find whatever they are trying to find.
I find even designers of more than 3 years have issues with the arrangement of the new UI and end up reverting back to the old UI.
I believe the search feature will make this easier for them.
