May I ask how can I only follow comments on a certain page, or how can I receive Figma comments from someone who is not the owner of the document

If you want to be notified only on certain file, and not all file by default go to

Profile > Settings > Notifications and select the option “None” for file comment.

Then go on the page that you want to be notified about, on its comment section (shortcut C) you can override your default settings
