Is this suppose to be ok to create to 2 additional groups and clipping path on export of 3 circles?

The clip path is a frame and the group is necessary to apply the clip path. Upon import you get the clip path and the whole SVG is put into a frame (there are no frames in SVG so Figma has to put it in a frame). If you disable “Clip Content” in a frame, you would get no clipping mask on export.
