Toolbar position

I am new to Figma. When I first started, the toolbar was at the top of the screen, but now it’s at the bottom. Why did this happen, and how can I change it back?

    Wait it is still not movable to the top? Isnt it such a simple thing to implement? Why is it even at the bottom, it is kind of annoying down there😔? I cant see the option to change the layout when clicking “?” in the bottom right corner.
