Reliable nonsequential tokenization for comment mentions.

I can’t just paste in (or use an expansion shortcut) for the same group of people to mention them in comments:

@person1 @person2 if text expanded isn’t properly tokenized. I have to individually type them out. It’s painfully slow.

Look at the way Invision does this in comments - it works great.
