I understand you're having trouble accessing UI3 and Figma AI.

I checked on our end, and it looks like your account is already using the UI3. You can confirm this by reviewing the following article: Navigating UI3 Figma's new UI 

As for Figma AI, please note that Figma AI features are currently available on paid plans. If you're on the Starter plan, that may be why you're not seeing them.
