Multiuple strokes and stroke offset

Can somebody explain to me what is the point in having multiple stroke layers when they:

1. SHare the same size
2. Share the same offset

And another question is is there any way of doing offset to a stroke or drop shadow? I really need this for our focused state in our design system and what I found was only wanky workarounds...
