The Annotation and Comment tools have their own cursors, but the Measure tool is the same as the default cursor (Move tool).
I cannot count how many times I was confused and frustrated why I couldn’t move or edit an element, only to find out I was still using the Measure tool instead of the Move tool.
Please give the Measure tool its own unique cursor!
