When you move a layer to the folder, this object is always located at the top in the list of layers of this folder. And if you make a condition, if the layer is dragged on top of this folder, then the file will be at the top, if the layer is dragged from the bottom of the folder, then the layer will be located last in the folder.

To drag a layer to a folder, click and hold the layer, then move it to the folder of choice, whether up or down. In Loklok Tube, organizing media content follows a similar method, allowing users to easily sort videos into custom folders or categories.
Great suggestion! Adding the option to place layers either at the top or bottom of a folder based on drag position would definitely make organizing layers faster and more intuitive.
