It should be possible for a member of the External team in a Connected Project to move a file into their own Figma instance, at the discretion of Admins in the Host organization. Currently members of the external team are not allowed to move a file out to their own space, ostensibly for security reasons. But external teams may have a legitimate need to move the files for organizing or archiving purposes.

The activation feature could be disabled by default, but the decision about whether file moves are allowed should be in control of the Host organization and not simply hard-coded.
