Ties

Z-index, the order in which layers are stacked, is missing in Figma. I would so like to have tooltips, dropdown menus, etc. get on top of all content, no matter where it is put in the layer list...

Yes! Because of variants, tooltips and menus are often baked into components. Either allow components to create overlays (and that prototyping moves between pages/libraries) or allow a frame to take a z-index. Some way to allow menus and such to always appear on top without fiddling with the autolayout ordering or layer ordering to incorrectly layer the component itself.
