Add Reassign button to Library Updates Dialog

Thinking this could also alternatively be named as Re-map or Swap similar to the Library swap, although it’s a similar use case I think this has a bit of a different utility.

With Check Designs now in Beta, and Check Asset Usage with Component linting included there, it seems like this is somewhat available but through a different workflow. Adding Component re-mapping also seems like a no brainer. ​@miggi you are the first person I thought now that I discovered mentions in comments.
