When choosing the underline text-decoration the line is above the text when you make it really thick and reduce the offset. If it was behind you could simulate a marker that highlights the text. If you want a line above the text there is already the strike-through option.
So underline should be behind the text, strike-through above like it is in InDesign that would give us a lot more options when designing.
