Allow to create custom annotation categories at an account level.

My company has different functions; one of them is visual design.

Visual design annotation is part of the product development process across the company.

I would like to have the ability to add a persistent custom annotation categories for all files across my org, managed in a similar way we do approved plug-ins and libraries.
