When working with Auto-layouts, it seems that horizontal/X values and vertical/Y values & functions are reversed. If I set something as a horizontal layout, it goes vertical (and vice versa). If I set horizontal padding, the vertical padding is impacted instead.

Could you share a screenshot of the layer with the auto layout panel open, plus a short screen recording of the values flipping as you change them? That'll show us exactly what you're seeing
