Why can't I vectorize images?

I can’t seem to get the new raster to vector function to work, in fact, I can’t even find the secondary toolbar!

The secondary toolbar is nowhere to be found in design:

And it looks really different to what the people doing tutorials on this function have in draw:

This would really help me right now, if anyone knows how I can get it to work please tell me
