I am able to access my Library variables when editing object details:
But when I try to use the Set Variable function in an interaction, I can only choose local variables:
This problem seems to be limited to the Set Variable function; when I am creating conditionals I can access Library variables just fine:

I understand you're looking to set a variable from a subscribed library to "Set variable" action.
I checked internally, and it turns out that it's not currently possible to bind variables from subscribed libraries to "Set variable" action. This is actually by design To set a variable from a library, you'll need to add a local copy of that variable to your file first.
