I have seen this issue in the community a few times, but solution was to open a support ticket. Hoping there is a quicker fix. Late on handover and I can’t share work with a client.
I am from the UK, with a UK card, but I am not there. 
The payment upgrade screen only has Euro and USD in the drop down. If I try to pay Euro, which is fine on my card everywhere else. It just comes back saying my card isn't from a country that can pay in Euro (whatever logic that is) and to try a different card. 
I’ve tried clearing browser and using a UK VPN location. No joy.

With that said, I think the root question you have is why Figma is rejecting the card you’re trying to use when paying with euro currency. I don’t have the visibility into any resource that would give me that information to confirm, but one thing thing that stands out:
- You mentioned you tried to use a VPN location to attempt the pay -- VPNs aren’t supported in general, so that wouldn’t help you address this issue. See here.
Recommendation: please file a ticket here as soon as possible. Please include the country you are physically located in. Let me know when you’ve done so. I can get it escalated on the support end.

Sorry, not the most clear — ultimately, I just want to upgrade — Wether via Euro or GBP.
It was more a comment on the fact it seems odd to decline a payment in Euro voluntarily.
I have now filed a ticket at that link.
