Top Navigation bar is missing from view

The top navigation bar in figma is missing. When I google how to make them appear, I can only find information on the side UI panels, not the top one. Has anyone had this issue and knows how to fix it? I am on the professional plan.

    You use UI3, toolbar is on the bottom now.
