No file currently exists matching the url that you shared, and the team it was housed under also no longer exists. This indicates that the team the file existed within was deleted permanently, which caused all of the files within it to be deleted as well.
When a team is deleted, this deletes all files within the team, and it only stays available to restore for 28 days. After that period, the team and its files are deleted permanently. This action unfortunately cannot be undone.
