The designer has granted me edit permissions but I cannot edit the file

Hi,
In recent 2-3 weeks or so, in figma I am not able to edit the files that are shared by the designer (I was given Edit access), and the panel where I was able to switch between edit and dev mode is now locked with dev mode icon, but I cannot measure distances at all (when try to see the distance between elements on hovering over them, I don't get the measured distance).

I've been having this kind of permission issues for quite some while in Figma.

Can you assist?
