From what you’re describing and the screenshots, it’s possible the file has restricted sharing settings enabled. When those restrictions are turned on, people with ‘Can view’ access won’t be able to copy, duplicate, export, or sometimes even properly access the file via a shared link.

This restriction applies to everyone with view access, including people who were directly invited or who received the link from you.
