Right-click selects locked frame

When right-clicking on the canvas, it unexpectedly selects lock layers. It complicates when you’re trying to use “Paste here.” Is this a bug?

I just tested this out and right-clicking on the canvas seems to be working as expected on my end. Are you able to share a screen recording of this behavior that I can share with the team? 

With more details, we’ll be able to investigate the issue.
