The blue circle that appears every time there’s an library update keeps showing up, it tells me there’s updates from some years ago (which there’s not) and when I click it, it says “library updated” but the dot keeps appearing. This happen in all my layers and all my files.

I completely understand how irritating this persistent notification can be — hopefully we can solve this together, but if not, we can loop in the team to take a closer look. 

Instead of using the Update all button, can you try updating the changes individually to see if that makes a difference? 

If that doesn’t work, try going to the styles or components in the Library file and add or make a small change to the description to see if publishing these new changes helps to clear these updates. 
(If this does help, you can remove the change afterward, but I suggest not using 'Undo' to do so as it can revert the change and trigger the issue again.)
