I was working as an editor on a team project, but the owner’s account was deactivated due to an unverified education plan.
Now the entire project is locked, and I cannot move or edit the file.
I kindly request restoring access to the file or transferring ownership to my account, as the original owner is unavailable.
This project is important for my work and I need to continue designing.

I understand that your education team has been locked because the team owner didn’t complete their verification.
When an Education team is downgraded to a free Starter team due to an unverified owner and the team contains four or more files, the team becomes locked.
In this state, members can still download files or move them to another team, depending on their level of access.
Since you mentioned you're unable to move the file, could you please double-check your access level and try the following?

Regarding transferring team ownership, only the current team owner can transfer ownership to another member. - Transfer ownership of a team
Since the team owner is the only person who can transfer ownership, your first step would be to try contacting them if possible.
