I am Obeida Amin, a UI UX designer from Syria. I am writing to you today to sincerely request the reactivation of Figma’s services in my country.
There is a vast community of talented creators and designers here in Syria who are incredibly passionate about their work and are eagerly awaiting the opportunity to use Figma once again. For us, Figma is not just a tool; it is an essential part of our creative journey and professional growth.
To support this request, I would like to bring to your attention the significant legal and regulatory shifts that have occurred in 2025, which make the current geoblocking unnecessary and legally outdated under U.S. regulations:
1. Revocation of Comprehensive Sanctions (OFAC):
Pursuant to Executive Order 14312 (June 30, 2025), the national emergency regarding Syria was terminated, and the Executive Orders forming the basis of the sanctions since 2004 were revoked. OFAC has officially archived the Syrian Sanctions Regulations (31 CFR part 542).

2. Repeal of the Caesar Act:
On December 18, 2025, the NDAA FY 2026 was signed into law, specifically Section 6211, which included a full repeal of the Caesar Syria Civilian Protection Act of 2019, removing secondary sanctions risks for tech companies.

3. Software and Technology Transfers (BIS):
On September 2, 2025, the Bureau of Industry and Security (BIS) issued a final rule (License Exception SPP) allowing the export of EAR99 classified software and cloud services to Syria without a license. As Figma falls under this category, providing your service is now fully permitted.

4. Industry Precedent:
Several major U.S. tech companies have already updated their policies and restored access to Syria, including:
• Google: Resumed advertising and analytics in August 2025.
• GitHub: Enabled full access to private repositories and Copilot in September 2025.
• Binance: Re-entered the Syrian market in June 2025.
Restoring Figma in Syria would empower thousands of designers to contribute to the digital reconstruction of our country, aligning with the current U.S. spirit of technological empowerment.
