I understand you'd like your programmer to be able to view code from your Figma file.
On the free Starter plan, you can share your file with your programmer and give them at least "view" access. They will then be able to copy auto-generated code snippets (CSS, iOS, or Android).

If your programmer needs access to Dev Mode's advanced features, you'll need to upgrade your team to a paid plan. You can then assign them either a Full or a Dev seat, depending on their specific needs.
Your overall subscription cost is based on the number of Full, Dev, and Collab seats in your team. You can find full details about pricing for each seat type on our pricing page:
