My friend gets a 404 when logging in

Hi,

My friend got an email today with subject “Blocked Account - Sanctions Compliance”, but he has no idea how he has any association with anything that leads to this result. His email is 

[redacted by forum admin/moderator to remove PII]

and can you help him with getting back to his account? (He cannot even sign in this forum using his account.)
