Mouse scrolling causes hand tool mode to freeze

When accidentally scrolling over annotations using the mouse wheel or left button + spacebar, the interface gets stuck in hand tool mode even though the hand tool is disabled.

Steps to reproduce:

1. Open a file with annotations
2. Scroll over an annotation using mouse wheel or left click + spacebar
3. Hand tool mode becomes active and won't turn off

Workarounds:

• Switch between Design/Draw/Dev modes, or
• Close and reopen the file
