Layer fill opacity issue

I’ve had this issue a few times now. I can’t find anyone else with this issue in forums, but my team members see the same issue from their end. 

When I try to lower the opacity or fill, it either shows as 100% or 0%. In the frame above you can see what I’m going for, but in that one I just put a separate rectangle underneath everything else because I had no idea how to fix it.

Any help on this would be greatly appreciated🕺
