I run some quick plugins on my local usually and at times when I see the figma links in gmail, it usually opens in my browser. 

 

And I remember loading my plugins using the manifest.json and running it in browser.

 

But for some reason recently that option seems to be missing. Is there any change on that?

Yes - you are correct. The developer plugin mode is not available in the browser.

You won’t see the Plugins > Development options when using Figma in the browser. They will only appear when using the desktop app.
