Inner shadow overlays stroke instead of under it, is this a bug?

Reference image attached: A shape, a frame and an auto-layout frame.

Same style applied to all three objects, but the auto-layout frame behaves differently: the inner shadow effect overlays on top of the stroke. (I have tried using Outside-stroke as well, doesn’t change anything.)
