I understand you're having trouble viewing annotations even though you're on a Dev seat.

To view annotations and measurements, two conditions need to be met:

1. You must have either a Full or Dev seat.

2. You must have at least view access to the file.

I checked on our end, and it looks like your account has access to three teams. You have a Full seat in one team, while the others are View seat. Could you double-check that the file you’re trying to access belongs to the team where you have the Full seat?

You can switch between teams in your File Browser sidebar. Here's a guide that shows you how:   Guide to the file browser > Your side bar > Team
