I don't know how to explain the problem correctly.
Shift+R rulers appear normally. Guides are created normally. Guides move normally with the mouse. When a guide is selected (blue color), it is impossible to move it with the arrows on the keyboard, the entire screen scrolls.
What could be the problem and how can I move the guides myself?
I restarted the program, cleared the cache, disabled plugins. Didn't help.

I worry this is an update from today or over the weekend, as I was just able to do this on Friday 8/1/25. I know there’s plenty of pixel-perfect people out there like us so hopefully it’s not a permanent thing…?
I had the same thought; it might’ve been a recent update that’s affecting the behavior. Fingers crossed it’s just a temporary glitch and not a permanent change! 
Hopefully we’ll hear something from the Figma team or see it fixed soon - this one really messes with the flow for us precision folks.
