Figma Make refusing to make my own publication into a web format.

I work with a symphony orchestra, and we have been embedding pdfs of our program notes into the website. Instead I am trying to use Make to turn it into a web page, but it keeps flagging it as copyrighted material. I own the copyright! And after stating this several times, it still could not complete what I asked. There has to be some way around this. It built the structure but is making me paste in my own text (which is difficult to do from a pdf). Anyone else having this issue?
