Typically, accounts created with a disposable or temporary email domain are restricted from commenting by default, since these types of emails are more commonly used for abuse. The test you ran with a temporary email address shows that the security measures Figma has in place are working as intended. To investigate this further, may I ask: 

• Are they signing up with their own company or personal email domains, or something temporary?
• Have they confirmed their email address via the verification link Figma sends at signup? New accounts need to verify before they can take most actions.
• Is this happening for every client on a new account, or just a few?

That said, since we prefer that account specifics (full names, email addresses, etc.) shouldn't be shared publicly, the fastest path for your affected clients is to email support+restricted@figma.com directly from their restricted account. From there, our team can look at the specific restriction and lift it if it's a false positive. If any of them are on a domain they can't switch away from, be sure to mention that in the email too.
